REQUEST FOR QUALIFICATIONS FOR
NORTH SHORE BOULEVARD

The City of Camas (City) solicits interest from consulting firms or teams with expertise in Civil, Structural, Environmental and Geotechnical Engineering, Real Estate Services, Project Management and Surveying for performing work under FHWA/WSDOT and City requirements. This work shall consist of project management, preliminary engineering, design engineering, right-of-way acquisition and environmental permitting including work within critical and sensitive areas. The selected consultant should also have experience identifying, evaluating, and incorporating innovative funding, financing, and project delivery strategies, including grant opportunities and other traditional and non-traditional funding mechanisms, such as growth-related financing tools, to maximize project funding and implementation. The City may elect to expand the consultant’s scope of work to include future project phases, such as Final Engineering, Right-of-Way (ROW), and Construction (CN), including engineering, construction management, and field support services.
Although the initial phase of work will be funded with local funds, the consultant shall perform the work in a manner that maintains the project's eligibility for future state and federal funding opportunities, including compliance with applicable federal requirements, documentation, and processes necessary to support future reimbursement and implementation.
The contract type is Negotiated Hourly Rate.
This Contract has been assigned a 0% DBE goal for the PE Phase, however there is a voluntary 10% SBE Goal on this project.
PROJECT BACKGROUND
North Shore Subarea Plan
In 2023 The City of Camas adopted the North Shore Subarea Plan to guide long-term growth and infrastructure investment within approximately 990 acres located north of Lacamas Lake. The Subarea Plan establishes a framework for future residential, commercial, mixed-use, employment, open space, and transportation improvements intended to support anticipated population and employment growth while preserving significant environmental resources and community character.
A key component of the adopted Subarea Plan is the creation of a multimodal transportation network designed to provide safe and efficient mobility for vehicles, pedestrians, cyclists, transit users, and emergency services. The transportation framework includes construction of new arterial roadways intended to improve connectivity, support planned development, and distribute future traffic demands throughout the North Shore area.
The city is advancing design and construction of the first segment of a planned corridor within the North Shore transportation network identified as North Shore Boulevard (NSB). This corridor will serve as a critical transportation connection supporting the phased development within the North Shore Subarea and will require implementation consistent with the North Shore Subarea Design Manual requirements for roadway cross-sections, multimodal design elements, utility planning, stormwater infrastructure standards, and sustainability.
