Commercial Encroachment Permits

Commercial encroachment permits include the following:

• Franchise Encroachment Permits (permitting for public utilities as defined in CMC 12.20.010)
• Special Encroachment Permits (special permits are required for permanent and semi-permanent installations in the right-of-way, such as enclosed restaurant seating on a public sidewalk.)
• Small Wireless Facility Installation (subject to Land Use approval)

To obtain a permit in the right-of-way:

1. Fill out the Commercial (Franchise) or Special Encroachment Permit on Civic Access. Upload the listed documents below.
   1. Project Plans or Sketch
   2. Traffic Control Plan (if required)
   3. Estimate of work and material costs, including traffic control
   4. Read and sign the Standard Conditions.
   5. Read and sign the Indemnification and Hold Harmless Agreement.
   6. Read and sign the Insurance Requirement Form.
   7. Supply a Certificate of Liability Insurance (ACORD).
