2026 Pavement Preservation and Lane Restriping - NW 28th Ave and NW Fargo St from NW Utah St to NW 18th Ave

A proposed pavement preservation project for NW 28th Avenue will be presented at the April 6, 2026, Camas City Council Workshop. In addition to restoring the roadway surface, the project includes a proposed update to the street layout to better serve all users; however this update would reduce the number of on-street parking spaces.

Why is this project happening?
NW 28th Avenue is scheduled for pavement preservation to maintain the roadway and to avoid more costly repairs in the future. Because the street will be restriped as part of this work, the City is evaluating an opportunity to improve safety and accessibility features at the same time.

Changes being proposed

The proposed update would transition the street from a traditional two-lane road with parking on both sides to a “Complete Street” design, which includes:

  • Two travel lanes (one in each direction)
  • Bicycle Lanes
    •  Buffered  bike Lanes (horizontal separation from travel lane): NW 18th Ave to NW 23rd Ave w/no parking either side
    •  Conventional Bike Lane (adjacent to travel lane): NW 23rd Ave to NW Utah St with parking along south and west side curb only

This approach aligns with the City’s adopted Complete Streets policy, draft Transportation System Master Plan, and Strategic Plan to support a safe and accessible community for people of all ages and abilities.

What does this mean for residents?
The proposed design is intended to improve safety, particularly for people walking and biking, and to create a more predictable and comfortable roadway for all users. North and west of NW 23rd Avenue, this change would adjust on-street parking from both sides of the street to one side, South of NW 23rd, eliminating parking on both sides of the roadway is proposed.

How to Be Involved in the Process:

Staff will inform the City Council and the Public of the upcoming changes during a  presentation at the April 6, 2026, City Council Workshop.
